Public Forum on Portland's Mandatory Inclusionary Housing Policy

As part of our mission to create affordable housing and sustainable communities, Enterprise is releasing a Request for Letters of Interest (RLOI) for pass-through grant funding on Monday, July 25, 2016.
Funding is made available through the U.S. Department of Housing and Urban Development’s Section 4 grant program. The purpose of this grant funding is to support and improve the capacity and production of community housing development organizations (CHDOs) and community development corporations (CDCs).
The two-step application process consists of the Letters of Interest (LOI) and Full Application phases. Successful applicants will be invited to submit a Full Application for grant funding.
All application instructions and forms will be available online atwww.enterprisecommunity.com/financing-and-development/grants.
All LOI responses will be due by August 12, 2016 at 7:00 p.m. EST. Invitations to submit a Full Application are expected to be issued in early September 2016. Awards are expected to be announced in early November 2016.
Once the RLOI is issued, please carefully review the program areas and specifications, organizational eligibility criteria, geographic priorities and all other requirements before applying.
Enterprise will host a web-based applicant Q&A session on August 1, 2016, from 2 – 3 p.m. EDT to review the LOI requirements. This session will be recorded and posted on Enterprise's website for those unable to participate.

In late 2015, the U.S. Congress committed $1 billion in additional funding to the Hardest Hit Fund. In February 2016, U.S. Treasury announced Oregon's Homeowner Stabilization Initiative programs were awarded $95.4 million in additional funding to reopen their foreclosure prevention programs.
Beginning July 6th at noon homeowners can apply for the Home Rescue Program July 6th by visiting www.oregonhomeownerhelp.org. The program is designed to help Oregon homeowners avoid foreclosure by making their monthly mortgage payments for up to one year and by bringing the mortgage current.
The program will benefit homeowners struggling to make their mortgage payments to avoid foreclosure. **Application slots are limited so homeowners should apply as soon as slots are available in their county. Slots will be available every two weeks on Wednesdays at noon until all program funds have been exhausted.

Oregon ON, along with many partners worked hard to secure this exciting new source of funding to build affordable housing, championed by Governor Brown as “$100 million for housing.” The first $40 million is about to open up for proposals – we know the need is huge in all parts of the state, and we hope to see a strong outpouring of applications for the funding from a wide array of partners (both non-profit and for-profit developers are eligible), so that legislators can see that the demand for affordable housing far exceeds this initial round of funding and that we need the full $100 million (and more)!

The Local Innovation and Fast Track (LIFT) Housing Program's objective is to build new affordable housing for low income households, especially families. In 2015, the Oregon Legislature committed $40 million of general obligation Article XI-Q bonds to fund the LIFT program. Using this new funding source will allow OHCS and its partners to add to the supply of affordable housing, in particular, for historically under-served communities.
