The following equity statements, definitions, racial equity lens, and interim workplan were adopted unanimously by the Oregon ON Board in 2016. Our ongoing equity work is guided by a committee with staff, board, and member representation. 


Why we strive for Equity

Equity of opportunity is the core of what Oregon ON stands for. 

Equitable access to resources and opportunity is the means to healthy, economically vibrant people and communities. 

In order to be relevant and effective in a rapidly changing and increasingly diverse environment, Oregon ON commits to the principles of diversity, equity and inclusion for all our members and the communities we serve.

We achieve increased innovation, effectiveness and more successful outcomes by listening to, acknowledging and being accountable to the communities we represent and serve. 

Recognition of this inclusive and culturally competent model will strengthen our partnerships, value proposition and funding base.


Desired Future State


By the end of 2018, Oregon ON will:

  • Be flexible and responsive to the changing environment.

  • Foster an environment where staff, board, and all members and communities we serve feel represented, engaged and included in the work we do.
  • Have a Board that is representative of the continuously evolving demographic makeup of our state, and the diversity of the work of our members.
  • Be recognized as a leader in cultivating the next generation of industry leaders, representing the diversity of the communities we serve.
  • Demonstrate and practice diversity throughout our business practices and organizational culture.
  • Provide tools and advocacy that will encourage and enable member organizations to intentionally engage with and serve underserved communities.
  • Advocate for policy solutions that benefit the diverse populations of Oregon, with members of those populations engaged at our decision making tables and in advocacy forums.
  • Be recognized as relevant and intentional and have consistent and productive partnerships with groups that serve a broad diversity of populations.

Interim Equity Workplan  

Our path toward equity:

  • Equity committee is active, effective and visible to staff and stakeholders.

  • Board adopts and staff operationalizes equity plan including vision and desired future state.
  • All staff participate in training/professional development to develop understanding of institutional racism, shared language on race, and more inclusive communication.
  • Staff develop a racial equity lens to be applied to all areas of our work, including policy councils, workgroups and conferences.
  • Staff will redesign website and Facebook pages by end of 2016 using equity lens and to include equity plan.
  • ED and Board cultivate relationships with culturally specific organizations and ensure membership and participation.
  • ED and Board continue/expand strategies to recruit and hire diverse staff, focusing primarily on ED search process.
  • All job descriptions will be revised by ED/staff to include racial equity practices as appropriate, including cultural competency skills.

Racial Equity Lens

Objective:
By utilizing a racial equity lens, Oregon Opportunity Network aims to (a) provide a common vocabulary and protocol for evaluating policies, programs, practices and decisions for racial equity and (b) produce policies, programs, practices and decisions which result in more equitable outcomes.

Procedure: For any policy, program, practice or decision, consider the following five questions:

1. Who are the racial/ethnic groups affected by this policy, program, practice or decision? And what are the potential impacts on these groups?

2. Does this policy, program, practice or decision ignore or worsen existing disparities or produce other unintended consequences?

3. How have you intentionally involved stakeholders who are also members of the communities affected by this policy, program, practice or decision? Can you validate your assessments in (1) and (2)?

4 What are the barriers to more equitable outcomes? (e.g. geographic, mandated, political, emotional, financial, programmatic or managerial)

5. How will you (a) mitigate the negative impacts and (b) address the barriers identified above?
